Recruiting to China?

I work in an American company in Suzhou China. I am currently looking to recruit foreigners willing to relocate and join our company. I have utilized many of the major job sites and I have been hiring candidates from them. I am not however, getting the desired response. Any suggestions on other sites to recruit from?

The pay is on a Chinese scale so it is low by American standards, but much higher than what the average Chinese employee makes. We are looking for people with bachelor's degrees or above to fill positions as English teachers, translators, security managers, IT Project managers, and Graphic Artists

You might want to see if any U.S. universities have exchange programs with any of the local educational institutions. Americans already interested in and familiar with China would probably be more amenable to your efforts, and graduating students are more likely to be free of major ties keeping them from relocating than the average worker.

What kind of pay/credentials needed? I will be in china starting early september going to school but could probably be talked into a very nice job for jan-feb and possibly more.

100,000 per year thats dollars.
