He or she really doesn't create jobs. The presidents economic policies allow businesses to create those jobs. By lowering taxes, by having the fed lower the interest rate so borrowing money will be easier.

A president can't just decide to create jobs. Jobs are part of the economics of a country. And one person doesn't have the ability to alter economics. There are too many factors involved. The president can take steps to maybe help and influence the economy. But one person cannot dictate something as large and complicated as an economy and the jobs that come from it. Jobs come from the goods and services that other people need and want - which they are able to purchase from the earnings from thier jobs. It's a cycle that feeds of itself.

Creating things like TSA, and other governmental programs.. More programs = more jobs.. but that is a VERY small percentage of jobs..

Like this new hype about "big rigs" not having to keep their trucks running with that idle air company that supplies power at truck stops... That company is funded by the Environmental Protection Agency... They have to hire people around the world to build/run/manage these sites...

Government making jobs... Its not usually up to the president unless its a huge sum of money.. Its usually up to congressional committees to decide where the funding goes..
