Do you have connections in the business?
If you do, yes, help him out. If you don't... how would you be helping him? The purpose of having an agent is to have that agent be able to get you connections and jobs.

The nationality thing shouldn't have anything to do with it, unless you're intending to scout for auditions for him where you live while he's trying to find work where he is... in which case you're still not necessarily his "agent," you're just a guy helping his brother.

You are a US citizen yes? Manage away: the woods are full of 'em. Your Canadian brother would want to ask pertinent questions at Equity (the actor's union) in both the US and Canada--they are cooperative but different entities of course. Because I am a stage actor, I speak of Actor's Equity, but if your brother's aim is television (AFTRA) or film (SAG), make a pest of yourself at those unions. The matter of Canadians and Brits and Aussies working in the USA comes up at these three unions dozens of times every working day. Be prepared to take more guff than you deserve.
