Does jobcenter take any commission?

my mates has just got a job recently through the local jobcenter plus in leicester (uk), he gets paid a bit less than his fellow employees, doing the same job.
is it possible that the jobcenter is taking a commission out of his wage

No way, the JCP is not an agency, its a government department and they don't earn commission.

Your friend should get the salary as advertised in the JCP, and if they don't then its something that needs taken up with the school or Local Authority
