Do you think my b'friend will follow me home?

I live in Ireland now.Lived in usa for 4 yrs.We went out during my time there, lived together officially for a yr unofficially for the other 2 and 1 yr was getting to know one another.
I was illegal there,hated it as I was a teacher loved my job and obviously couldnt get one there.I house cleaned which was hard and a testimony of my love for him.Got to pt where I felt I had no choice but to return home,did so in july.V.happy at home, teaching again,lots of friends,busy life.Visit him on my hols been over at Halloween and xmas.In Oct he said he would move home, missed me he said.Now tells me he is not sure- reason?his work has picked up.He is an electrican here but also an illegal immigrant even though he has his own business.Tells me now he doesnt know what to do , scared of moving home,likes it here.Likes the weather!Thinks he makes more mney.He hasnt been able to go home in 7 yrs so doesnt even know what Ireland is like now.
Have I come ot the end of my road?I am going to be 35

i think he needs to commit to either you and Ireland or he needs to let you go so you can commit to someone who will live where you want to live and commit.kind of sounds that way...good luck
