How to get a summer job in canada?

i have a friend who is a refugee claimant. he is still in Secondary School right now and he really needs to get a job for this summer holiday. my question is: does he need to get a letter from his school and send the letter along with the application form??

I'm sure a letter from the school couldn't hurt, but you chould check out the Canada Immigration website to see whether he is authorized to work in Canada.
