i'm from singapore and i'm thinking of working in canada. can i apply to online job agencies to help me get employment offer? do they provide such services for foreigners?
otherwise, what other methods are there?

Perhaps try to find an agency that is looking for the skill you possess. You must find an agency that knows how to access foreign workers. You need to and they will assist you in findng a sponsor for employment here. It is much easier to offer your expertise as a contract worker to begin. If you are very skilled at your employ, the company may sponsor you to stay here.
