It depends. Are you a Canadian or you have immigrant from another Country that you have to redo the Education over in curtain field/fields.

The professional associations NEED to be more relaxed and tolerant about the new immigrants and their expertise. They need to allow new immigrants EASY access to exams in order for them to retrain, and then be allowed to apply for jobs.

The problem is the professional associations who refuse to allow easy access for new immgrants to apply to do the exams. Some immigrants have to apply 3, 4 or 5 times, and even then they may not be successful.

I knew an Iraqi doctor here in Canada. He had been here for 5 years and had applied 5 times to tne Canadian medical association for permission to take the exams. He had been refused every single time. (this was both before and after 9-11). He was working as a security guard and in a telephone call centre. So then he said he was moving to UK. He felt he would have a better chance there. I never saw him again.

You are right. The government is looking for problem if the immigration system has no influence on how the different associations and organizations that regulate professions and certifications here handle the process.
Legal immigrants come as skilled workers. They pass a thorough process where they have to demonstrate their skills, their education, work experience, knowledge of English (and/or French) and so on. They also have to make a lot of expenses related to translation of transcripts, certificates and other documents.
Once they are here, they realize their credentials (whatever they are) and their experience, are not accepted. Most of them need to re-do many courses and take exams that cost money and time. They are also required to show "Canadian experience" in their field, but they just arived at Canada!
I think the government should inform people (immigrants) about the different ceryification systems in the different provinces.
The government would also need to influence more these organizations, colleges and associations.
Take the health system: Canada NEED nurses and physicians. But being a physician here means that you have to come back to school (even if you have many years of study and experience as a psychician in your own country). Then, you have to work supervised by a Canadian doctor...
Some people moved and have family. They can't go back to school. They can't wait. So they become taxi drivers or store clerks, or restaurant helpers. Or they move back.
Happily, Canada still have space to grow and Canadian system is strong. Many of those who choose to stay have to accept very low jobs. But their children can study and do well, so they are thankful after all. But once the economy changes and their children are not doing so well, problems will arise. People will get angry and will happen what currently happens in many European countries, where immigrant children are not being accepted, nor educated and then they have no choice to work or do a decent life. They become criminals and then the European people complain about them....
