Can somebody please advise me on how I can find an Actuarial Entry-level Job in Canada?

I am from Canada. I have NO Actuarial Experience but have passed 4 SOA exams.
I would be so grateful if you can help me as well as give me any other advices that you may have.

You know, you could just apply to the jobs regardless and see what happens.

I realize that it's very hard to find a job in the industry that you wish especially with no actual long term experience.

Apply to the jobs that want experience maybe you might get lucky. Whats the harm they dont hire you.

Also you can try some head hunting companies to find you a placement, also Human Resources Canada have job listings.
