How can my U.S fiance move to Canada before or after we get married?

I only see questions with people moving to the U.S. after marriage, and the immigration website is very confusing :(

Has anyone been through this? I am dual U.S. Canadian, living in Canada. My fiance is a U.S. citizen. We want to get married next summer & he wants to move here, but I don't want him to have to live here without a job.

Can he apply before-hand, or will we have to wait? And how long does it take? Thanks to those of you who might have some knowledge/experience!
