Are there any websites or books that can help me learn more about Human Resources?

There is a position opening in my office as a Human Resources person. There was a person my boss was interested in, but when she called her, the girl had already taken the position somewhere else...
My boss says the rest of the applicants don't have any experience in HR and/or payroll, so she'll probably end up having to train someone for the job. So I was thinking "If she has to train someone for the job, why not train me since she already knows how I work and I already know most of the employees anyway..."
Just like the rest of the applicants, I have absolutely no experience but I am a fast learner and I really wanna move up in the company.
1. Am I crazy for thinking this way?
2. If, let's say, I do propose this idea to my boss, are there any websites or books that could help me get better acquainted with CA Employment Laws, OSHA, etc. that would assist me on the job?
3. Any other comments?
Thank you in advance ^.^*

I like your way of thinking. Try www.bls.gov. For OSHA, just try www.osha.gov, but I didn't try that yet.
Good luck.

Try the HRM Knowledge Center. Good luck!
