Human resource development is concerned with providing learning and development opportunities, making training interventions and planning conducting training programs. It is essentially a strategic process, which is concerned with meeting both business and individual needs.

human resource development is related to the sustained effort aimed at developing,upgrading and finetuning human skill and expertise in a bid to enhance efficiency and productivity.it is a key process in the personnel management in any organisation and consists of recruitment,placement,training and research pertaining to skill upgradation . in public sector it assumes greater significance as the goal is not only efficiency but also social responsiveness. this is why we find a separate ministry for it.it encompasses education and training and all activities targeted to human capital formation.
