How to tell or prove your Manager is not doing her job correctly? (Hotel Industry Only)?

I work for Best Western. My manager daily says things are not in the budget. We need towels and wash cloths etc. She says she talked to the managment company and they say its not in the budget. We very understaffed and she says "its not in the budget to hire" Our own maintenance guy is bringing in his own light bulb because she once again said, "its not in the budget"

How can these things not be in the budget? We're a brand new hotel and we sell out every weekend. When the management company comes to inspect she puts on this display that nothing is wrong when our hotel is falling apart at the seems.
I thought about writting to the c.e.o. of our management company and letting them know our problems but I don't want to look like a complainer. Any one have any ideas on how to figure out whatever it is shes doing with all the money our hotel is making.

A lot of companies have an anonymous tip line that employees can call to report suspicious activity. Do you have an internal intranet site for your company? Look there to see if Best Western has this or some companies post the number in the break room with the legal reg posters. If this is not offered you could always make an anonymous call to HR to tip them off but be very careful.
