(i never heard about that, do you mean the fees for your medical for the visa?) ask your hr department. keeping passports is against the law, but many companies do that. you do not have to agree to that, cause that means a travel ban on you and that is not acepted. it's a difficult situation. i never would hand my passport over, on the other hand, could be possible you don't get the job, when you don't agree.
