Did you know people get jobs even if they don't have the proper qualifications?

My dad has worked in the hotel industry for 30 years and has seen people getting hired who have no proper qualifications. For example the previous Food and Beverage Manager quit his job, so then HR hired a new one. This new guy didn't know squat about his job, he lied at the interview and still gets paid. Is this because when companies are desperate for someone to fill in the empty job spot. Why do they still hire them?

The problem is that the lying is accepted behavior, until the liar gets caught. Some companies are either lazy or do not expend resources to figure it out.

This sounds like the "Peter Principal" where the higher your incompatance the higher the position you gain.
