What is the main difference between Hot Rolled Steel Wire and Cold Rolled Steel Wire?

I don't know much about metallurgy but I am about to step in a job related to manufacturing welding electrodes and would like help in getting my self educated towards relevent basic metalurgy.
Where can i get basic facts on metalurgy related to manufacturing of welding electrodes?

hot rolled hasn't had anything special done to it, other than forming.

cold rolled has been compressed, to varying degrees, to increase both its hardeness and its suppleness in further forming operations.
