a 16 years old guy forces a 15 years old girl to have sex with him but he couldn't convince her for that hence he takes her down and forcefully fingers her and besides this he threatens her of telling on her to her mother that she still talks to her bf when her mother doesn't want her talking to him, and so he forces her to give him a bl0w job and when she even didn't agree for that, he settles for a hand job and she had to give him one because she didn't have a choice and was way too scared to do anything else?

What this is called exactly depends on the statutes in the state, and what the authorities will do depends on a lot of things, but all that stuff doesn't matter.

What's obvious to everyone is that this is and should be criminal behavior.
