It depends what type of criminal record. If you were convicted of a misdemeanor, then you would most likely be able to work there. If you were convicted of a felony, then you most likely won't be able to to work there.

Yes, it is a government position. They may accept misdemeanors but definitely no felonies. (They've done it in the past but gotten in trouble.) Lastly, you must at least submit yourself to a public trust background check that goes back ten years. And the definitely do contact the people whose names you list on the application forms. (15 pages or so)

It is understood by NASA employees that not only do they undergo a criminal background check, they must maintain that level of performance. That is why Lisa Nowak was terminated so soon after her arrest. Not for being guilty, but for the felony arrest record alone. Still, what harm will it do to apply?
