What does this mean: Have you ever been debarred from government employment.?

Is that the same thing as not getting a job in government?

This means that you are no longer allowed by law to hold any government job. This usually happens when you commit a crime while holding government office.
You can be "barred" from government employment, but I've never heard of someone being "debarred." I've even heard of "disbarred" but not "debarred."
It means you'll have to think outside of the box. Try either starting your own government or overthrowing this one.
Debarred from government means that a person was not allowed to serve the government again after being removed from office.
