You have to be able to know how to run a department or an entire company's finance deopartment. You need to have the guts to fire people if they do not give out maximum effort. You have to know certain business laws and etiquettes.
It all depends on the nature of the organization. Sometimes, all you need to know is how to add and subtract. Sometimes you need training and/or experience in commercial law, accounting, economics, advanced mathematics, business administration, and multi-lingual capability. The jobs you've listed are basically the same animal.
