USPS v. Civilian Federal Govt. Employment?

If a person has worked for the Federal Govt over 10+ yrs, can they get a job with United State Postal Service and still keep their time in goverment for retirement? Or are they different systems when it comes to qualifying for retirement?

I suspect that just as you can "buy back" your military time that there must be a way to transfer your retirement credits, although your office seniority, for obvious reasons, would disappear. Check with your HR office, but I'm pretty sure an agency to agency transfer, with credits, is wholly do-able.
