. Why does the US government treat Hispanics like a Race when they are a Culture?

Hispanics are mostly Caucasian or Caucasian/Native American why do they get rights as if they were Afro-Americans ( Negroid). And how can they be discriminated against because of RACE. If a hillbilly loses his job he can't sue in federal court for racial discrimination.
