No. You are not eligible if the opening says for "Agency Employees Only." If you are eligible the opening would normally say for "VRA and/or VERA applicants."

When they Say that "Agency Employees Only", it implies that others are precluded from applying !!

Generally veteran's preference can be applied when this position says "status candidates".

Go to www.usajobs.gov and use the website to answer your question. It walks you through the terminalogy of the application process.

Search for jobs in your area - don't limit the "type" of jobs as many federal positions use the same type of skills. Only the customers are different.

Fully complete the KSA's - do not leave anything blank or "will submit later". Thousands of applications are received and they screen for omissions/mistakes. Make sure you get to the next step. This also means making sure you qualify for the position or fully explain how your experience/skills is substituted for education.
