Federal "exempted service"?

What does an employee of a federal agency classified as

Exempted Service

classification mean and is that position eligible to apply for jobs in other agencies?

Title 5-Exempt Organizations describes how agencies, or parts of agencies, that are exempt from the regular civil service laws of title 5 operate their staffing, compensation, performance management, awards, benefits, family-friendly, training, employee protection, and labor relations programs.

So yes you can apply to other agencies that are not Title 5 exempt, but then you will fall under title 5 which gives veterans preference and all the items mentioned above are strictly enforced, which means, harder to get into. Already employed by the Federal Government will make it a little easier provided there is a position available.
