What are the felony committed to be considered black-listed in the Federal Bureau?

Is presenting and using a falsified letter of invitation a felony? I am a friend of someone who is a federal employee. He wanted to take a vacation and used a falsified letter of invitiation. He caused the production of that falsified letter to be faxed to his home/office and presented the same to his superior in order that he would be allowed leave of absence of one month but the allowable leave is only three weeks. He justified that he needs to be away from work for a month because of the invitation. It was found out that the letter is falsified. He was allowed to take his leave but would that cause his job?

i would think that it would make a difference what he used the letter of invite for. did he obtain an actual visa with it ? or did he just use it to show his boss to justify taking a month off ? he should probably not discuss ... might want to ask an attorney before continuining to make statements /answer questions. good luck to him / her.
