They can do multiple things, they could be network admins, network designers, network consultants. Chances of getting a job with just certifications are ok but would be much better if you added some secondary education like a community college or 4year university would be better. Don't stop just at the smaller certifications. If you want a good job try stepping up to the Cisco CCIE, Linux RH, or even try some HP server certifications.
Network engineer are responsible for any of the the following:
Network Management
Network Security

Each of the above have subcategories. If you do certifications you do have high probability of getting jobs. Network+, MCSE, CCNA are some of the popular certifications.
