What does it take to get a Petroleum Engineering job in America being a non citizen applying from overseas? Be the best candidate and hope that the company will sponsor an H1B visa. In the USA, they now have to prove that NO US citizen matches the criteria.. It's no longer easy. Well, to start you better have extensive knowledge in petroleum engineering. then you just need to find a job opening and apply. You will need a degree in Petroluem Engineering and at least five years of experience with some of it in a supervisory or managerial capacity. If you don't have that, you'll start as a grunt, doing mundane things within the field. The good thing about engineering is that your experience follows you throughout your career and you will become more and more valuable as you gain that experience. My Dad (retired) was a civil engineer for 33 years and my brother is one for about 15 years now. They love what they do and can tell you things about construction that are very interesting and give you an insight into how things were built, et cetera. As far as getting a job from overseas, you have the web to find the companies that have the jobs, so get on it. It will take time and it won't be easy, but then nothing worth anything ever is.
