In the Philippines: Where can I lodge a complaint against a government office?

I filed for my certificate of eligibility in the Civil Service Commission and it's been 3 weeks now they haven't released it yet. My employment for another government agency is pending because of that certificate.I think they are not giving the service they should be doing.Fast and efficient. Only for the release of a certificate that they will just print takes them more than a month!
I am really really pissed off!

actually, if you have any complain in the government, you go to the CIVIL SERVICE COMMISSION. but it seems that they are the one who is like a turtle in doing so the necessary things. the best thing you could do, if you are eager to file a complain, is to go to the sandigan bayan or ombudsman. other option is to ask the help of the media
(e.g. "citizen patrol" segment of "TV Patrol World" in ABS-CBN) in resolving these kind of cases. media is very powerful here in the country.

By now you should have been familiar with the "manana" philosophy or "Filipino Time".
