First it helps to have a human resources background, and to have work experience as a professional recruiter.

You will need upscale office space, furnishings, someone to manage the business including all the HR functions - if you place temps they are your employees not the people you send them to and you will have to do the payroll services for them, manage all the contracts, provide benefits, etc.

You will need a well written business plan that analyzes your local competition. You will need business licenses and permits. You will need insurance and bonding - a lot of it.
Most agencies also have a computer lab these days where their clients can build skills and take tests for typing certificates and the like.

Oh, and you should have a "staffing niche."
