in my experience the best way to minimize any employee turnover is
#1 pay do you have competitive rates??
#2 why stay promotion opportunities?
#3 if you can't give more $ try to appreciate your employees, thanks goes along way, little cheese gifts...

some people will never stay, you can't make everyone happy.
let's see... how about paying them decent wages and benefits, and making sure they don't have to worry about the company being acquired and their jobs being outsourced.
I worked in banks before, and the politics were nasty. Company got aquired by another one and I lost my job. the smart people left early.
