Is it possible for a manager to motivate an employee?

Yes - happens every day.
As long as the manager believes in what the company is doing, they can sell themselves to the employee.
A non-motivated employee is someone who either does not completely believe in, or understand the goal of the company, or the goal of thier own work.
selling the job, and making it known that not all parts will be "the best part of the day'...the good with the bad -
It takes creativity to sell your goals, and the company goals. make it personal on a professional level.
explain your expectations once you have gotten to the bottom of why the employee is not motivated.

Unless your offering a raise ;) no but to be serious give them a positive attitude and they'll follow, depends on who your trying to get...

Not at my company!

In my opinion,every body potentially look forward to bright career. So every employee is awaiting you to give him/her the desired future.However,not every one could be motivated in one quomodo.The appropriate approach is the issue.
