In PA, can an employer force an employee to drop a spouse from medical benefits if the spouse can obtain own?

That seems fairly common these days.
No. Only if the spouse becomes covered by another policy and would thus be doubly insured.
It depends on how the medical plan document is written. However, if the spouse has access to medical benefits through his/her own employer, it is possible, yes.
