Why are recruiters are more interested in an applicant鈥檚 education/ skills/experience than job descriptions?

Why do you think recruiters are more interested in an applicant鈥檚 education, skills, and experience than in job descriptions from previous positions?

Recruiters can receive hundreds of applicants for each job. They need to screen the resumes for qualified candidates, and if a specific level of education is a requirement for the job, it is cost and time efficient to weed out those who don't meet the educational requirement first.
