What is the proper role of the government and the provision and funding of education Healthcare housing and job security care of the elderly and public safety ? In most aspects, the role of the goverment in the areas of education, health, housing services is to effectively and efficiently play as an enabler and enforcer. If the government does this, it will help the socio-economy activities would support the elders and ensures public safety. To support elders means to subsidise this sector of the population who are not now productive. These groups themselves were productive at one time. This is true for most of them. To support these groups means to transfer resources from who can produce to the groups who can not. These groups themselves have contributed the same at some time in the past. Then to transfer the resources to these societal groups, there need a socio-economy capacity that can produce the required resources and the respective services. Tax is one way to make such transfer effective. If the government collect the possible tax revenue, it can do a lot of things. For instance, it can enabe and enforce the private sector to construct social houses with the money from such revenue. It can also enable and enforce the NGOs/CBOs to do the same with such money and/or with their money they earmarked for the sme purpose. This means the government has palyed its role best. Such efforts have spill over effect. The social houses could have shools, health centres, etc. The construction of such social houses would also provide employment opportunity for many. Thus, the proper roles of the government is as how to enable and enforce the socio-economic system would be functional in enhancing the production of such services and the respective provision of them for the elderly and the public sector who deserve them. Their role is to represent the people and act in their best interests. Unfortunately government only appears to think as far as the next election and make decision that will win votes... not necessarily decisions that are supported by the people or that are in their best interest. Their actual role includes decisions to manipulate economic figures and manipulating the economy itself (Google 'Presidential Cycle' to see the reality of this). They tend to talk the talk without always walking the walk - often swinging policy in favor of corporations (who play a big part in financing their election) and using corporate controlled media to spin the public onside. Of course when doing the right thing according to public desires co-incides with their chosen policy or that of sponsors then we get the goods. If not, the delay in action and effect is such that as long as they can convince the public that they're taking action the reality is seldom discovered until the votes are in. Or until a scapegoat can be found - Look at what transpired in New Orleans to compare the rhetoric with the reality. |
