In countries where education is not accessible, can UN subsidize it ?

countries where education is not accessible and high poverty rate is related to no education at all, the index of bad image of such country is very high and coupled with poor leadership, the people of these countries are most vulnerable to diseases, abuse of human rights, hunger, no jobs, no source of income at all, no nothing at all. Who will take care of their needs if their own government cant do it due to lack of leadership and resources, can UN do it?

God lets hope not, there already subsidizing the poor leadership in those countries.
